If you care most about customizing your browser's layout and appearance, Vivaldi is the one that actually lets you tweak every single button and color theme to your liking. Shift can't compete here at all, it just pins your favorite apps to the sidebar and lets you switch accounts, but doesn't touch deep customization.

Vivaldi's approach is dated and feels stuck in 2015, but if you're picky about where everything goes, it's the clear choice. Shift is for basic productivity tweaks, not real browser personalization. If extreme customization is what matters, go with Vivaldi. Shift just isn't built for that.
